A company dumping shares is not manipulation as I understand it.

Anything that affects the market price outside of the fundamental economic performance of the company itself is a form of manipulation. Pump and Dump schemes are manipulation. The company taking advantage of Pump and Dump events to dump shares is manipulation. Anything that alters the price of the pps outside of legitimate market forces is manipulation.

It may not be manipulation as you define it, but that will have to remain your own private little secret.
