The loans would be backed by the unused R&D credits .

Nortel has a huge amount of these unused credits. Nortel is #1 in the country , with most others being small potatoes! ( 1.85 Billion , just from 2007 alone ), So all the Canadian Gov. would have to do is control the flow of loans based on a % basis of out standing credits. IMO
