DPDW should have never agreed to the fine in the first place. Other companies that I have been involved with the time frame has generally been 3-6 months. Management is well aware of the time frame for the S-1 becoming effective. If you agree to pay such a fine you had better be damn sure that all of your i's are dotted and your t-s are crossed.
