Promoting right now and enrolling students and functioning and supposedly working on contracts.

However, while it is "doing" all these things, that should be ATTRACTING new investors in the hopes that the seeds being planted are growing in the future.

When farmers come to the field and want to help grow the seeds planted you welcome that with action to attract more people, but do not slap them and stomp the ground and possibly destroy the future crop they just worked on right in front of them.
