Did Treas Sect'y Paulson know some banks didn't need GWB's bailout money? We'll never know, what we DO know is Paulson is a Wall Street guy, banks are not unionized, and CITI Group got the best deal of all - in just 48hrs GWB's Treas Sect'y gave CITI an early Christmas present, no business plan required.
