I know the distinction will be lost on you, but the automobile industry is a for profit enterprise. The problems they face didn't sneak up on them. Their demise has been decades in the making. They'll do fine in bankruptcy. The judge will force the UAW and the automobile manufacturers to sit down and restructure the companies to run profitably.

As a libertarian Peg I'd eliminate the Dept. of Education and Agriculture, for starters.
