What if you have a popular board that is cruising along just fine without deletions. You going to upset the balance with a mod replacement. I can think of several popular financials that are working just fine with very few deletions.

If your talking about a pinkie pump and dump, maybe a post limit would work better. If you haven't got the message after so many post, you get booted from the board. That would limit the pumpers and your losses.
