I think it depends on the company.
Been a while to the OTC. And I NEVER saw a RS with reducing the A/S. It was always kept that high. Obviously in order to dilute again, like QMNM/QMLM at beginning of November.

Would surprise me if they would reduce it.
And makes no sense for the company: The only reason for the R/S is to provide the CD holders with as many shares as needed. Reducing A/S don't get them enough, then the R/S would be a non-event...
