To answer your question, the dielectric measurement of many materials has been done. It was said to be about 1200 compositions over five years but by now there would have to be many more. Once the frequency of a specific material is found then the klystron can be fixed to that specific frequency determined by dielectric to get the best bang for the buck and when a klystron is fixed + or - a few MHz the efficiency of the klystron is about 80%.
