Russia ratifies air defense agreement with Uzbekistan
I am guessing this will give Russia the authority to get involved if any of the turmoil from Afghanistan spills into neighboring Uzbekistan.

Moscow. (Interfax-AVN) - The Russian Federation Council has ratified an agreement between Russia and Uzbekistan on the joint use of Russian air forces and Uzbek air defense forces to protect the countries' airspace.
The ratification will provide a legal basis for the joint use of Russian and Uzbek forces "to fight off enemy air attacks in the Central Asian strategic direction," Chairman of the Federation Council defense and security committee Viktor Ozerov said when presenting the document.
The senator pointed out that the agreement does not interfere with the countries' interstate commitments to third countries, which, he said, is fundamentally important for Russia, as it is a signatory to the Collective Security Treaty Organization.
The implementation of the agreement will strengthen Russia's political and military positions in the Central Asian region and will contribute to improving Russia's national security, he said.
