I cannot submit orders with fractions of cents. The reason given was that the trading system used was not designed to handle it. In my case, it is clear cut. No can do.

It is also clear, that if such an order does reach the exchange, it will be filled, especially since so much of it is automated. It seems to me a simple matter. An online trading system allows it or it does not. The exchange fills what it gets, however edited before it enters the order flow.
