'Cee-It'.. That is the statement that Harry makes , but can you find a similar statement by any other source. It is possible that complete burning of fuel emits more pollutants per unit of fuel than a non complete burning would emit.

example:
If you put a gallon of gas in your car and only half of it burns and the other half spilled on the ground you would emit half the pollutants of CO2 into the atmosphere per gallon.

Complete burning might produce better efficiency but not less pollution.
