If you were an engineer, the terms, as related to potential would make perfect sense. Let's take potential from the human perspective. We all have potential to do various things. Do we or can we follow through with such potential? That is up to us to make such an effort. Dynamics in the sense of engineering, means to have movement, therefore, if it is not dynamic, it is static. That is what we have here, static in the sense, there are limitations to extract the potential gold.
