The only thing the bailout is going to do is put some confidence back in the market. Witch will make people feel better about putting money in to the stock market period. As for HTOG and other penny stocks they are more risky than other stocks but the upside is they sometimes payoff in a big way.
In my opinion when the market is doing well people are willing to take risks on penny stock as long as they are making money on other stable investments. So I guess indirectly it may have some effect but not as soon as most would like.
