Elroy, Having worked for the First USA division of Bank One Corpoation for 15 years, under VISA regulations, a merchant can offer a discount for cash, in lieu of what would be charged on a credit card. The interchange fee varies from a low of about 2% (on grocery stores) to as much as 8%, (on a Mom & Pop type store), however it is against VISA regulations for a merchant to charge more, when some one uses a VISA card.
As of one year ago, Mastercard had no such regulations.
American Express charges some merchants a fee as high as 10%, on purchases made on their cards.
