What the heck are they building ad DDI North?

Our collective best guess is that it is part of a "patent pending SDB System"
or Subsea Deployment Basket System. It will be used to deploy
items from the seabed (that is why it looks like a mud sled)
rather than from the surface. The theory goes on to suggest that the hydraulic flying leads will be shipped on the special carousels in the shop now and then snapped onto the SDB to be lowered to the seabed, the carousel will be unloaded, any other items the ROV may need will be on the sled. As the hydraulic flying lead is being installed the SDB will come up
and they will snap another loaded carousel onto it for the next trip down. They will continue to repeat the process until all cartridges (carousels) are empty.
imo

"Deep Down's patent pending SDB System utilizes a unique mudmat and cartridge layout that allows for installation of hydraulic flying leads, electric flying leads, gas lift jumpers and other subsea equipment from the seabed, thereby eliminating the need for expensive, surface-based installation equipment. The SDB System is particularly attractive for installations in remote locations where vessel availability may be limited or in cases where there are multiple flying leads or jumpers to install.
