UPDATE - VIX all time high is 45.74. its going to be very volatile for at least another 6-9 months. Maybe a range of 20-45 for that time.

My guess is that it goes back to the House to get rewritten and put back into a vote. All the members of the House are up for reelection this November so that is probably why they ar voting the way they are. It would be career suicide for some of them if they don't fight it.

Its not about doing the right thing but doing what keeps you in office. So its going to be tough. Plus most want to go home to campaign. Not sure if they will force members to stay in Washington until it gets passed.
