PowerShares WilderHill Clean Energy Portfolio (PBW)

Going on the hypothesis that the stock market bottomed last week (for the year?), where would you accumulate PBW? One thing I am skeptical of is the continued weakness of the Nasdaq. No one seems to be making the risky bet on tech stocks (PBW is of the same ilk IMO). Anyway, are you a buyer of PBW and where? Low 16s, high 15s? Note that the PPO on the daily is still going down.

Still very long gold and the miners. Adding on any pullbacks for a mid-late October high.
