With you, I believe that especially during the Nixon administration, There were "Sanctions" issued. Whether or not we actually had someone there to pull the trigger, is not really known...except to those present. One Nixon hireling, now a Radio Talk show host, has admitted they he had such a Sanction against someone in the USA but did not carry it out.

I also believe that BUSH ONE could have isued a Sanction and put out a say Billion dollar contract and gotten rid of SADDAM during the first Gulf war... The BILLION would have been a bargain as it turned out..But he was afraid to do that against a head of state... It could work both ways...Nixon had no such fears.
