I own a geotechnical engineering firm in Texas and we are called upon by many of our public school districts to investigate mold issues. We are not a certified firm, but subcontract the work to a firm that is. Most of the firms on that list ONLY perform environmental services, so they will ONLY operate as a subcontractor, not a contractor.
