"cost prohibitive clearing requirements" ?!?! All they need to do is actually BUY real stock and DELIVER it not air shares to their clients and the clearing is done as part of the process, but when your MM naked shorts RCCH into the hundreds of millions of shares you put these ridiculous statements out to your clients to get them off your back, still LOL at that tripe they sent you!!!
