What happened is that Mr. Santini filed false expectations with the SEC. Investors rely on those filings as a mater of principle. When the CEO states that he has instructed the TA, one would naturally assume that instruction included means to execute.

The lack of execution on the failed filings is one of the reasons that the share price is in the gutter and provides the "bashers" with ample ammunition. This ammunition is provided by whom?
