spencer - IMO the appropriate conclusion to draw is that biomass fuel is a commodity, the same as oil and natural gas and coal... There is absolutely no reason why NH biomass projects should or will be limited to NH biomass sources... Projects from all around the region's states will compete for biomass fuel just as traditional energy facilities compete for oil and coal and natural gas (commodities are always available for purchase to the highest bidder)...

And relationships will also be important factors in determining which customers have priority access to which sources of biomass fuel... Fortunately Laidlaw already has a good relationship with Cousineau which has plants in Maine and NH... In fact, Cousineau was recently quoted in a press release as asking Laidlaw for a new joint business partnership... Exactly the type of relationship which will make other competitors jealous of Laidlaw and provide credibility to Laidlaw in the deliberations of the regulatory agencies and politicians...

The argument that projects cannot or should not purchase biomass fuel from other regional sources is misleading at best and irresponsible at worst...

May the best proposals in the best interests of the majority of all residents of the State of NH win...
