spencer - I too will be interested in any future studies which the State may fund such as the third study which you reference... Especially if the new studies look not only at availability from sources in northern NH but also including availability from sources in the region generally (Maine and all of NH)...
IMO the State will take a "free market" approach which allows for the most inclusive approval of projects (from NH companies as well as welcoming out-of-state investment in NH)... Recognizing that the first choice for biomass fuel suppliers would be those located in northern NH but which would not exclude biomass fuel suppliers from other parts of the state and other states in the region...
The State regulatory agencies are not there to limit business investment but to expand business investment... Not to be hostile to out-of-state investment in NH but to encourage out-of-state investment in NH... To allow the private market to determine how many projects can be supported purely with local sources and how many total projects can be supported with the full range of available regional sources... Creating the most new jobs for the whole State... Preserving the most existing jobs in the whole State... Contributing the most new taxes for the whole State... In other words, taking into account what is in the best interests of the whole State... And not merely one County or one Town...
