Most everyone is very skeptical on the possibility of Todd getting a 10Q filed. Unless they score a contract with RadSeal or Fiecom/Biecom, the only thing that could possible move the stock near term would be a filing or new financing.
Your comment about offshore funds may be correct. Without up to date filings showing progress and forward potential, investment firm financing is not going to happen.
I asked Todd in an e-mail if he believed the company might be able to leverage the ATOLL position. No answer yet.
