I think the Chinese were extremely unpleased at the detiorization of their stock price in lieu of company expansion and progress.
They could not identify the manipulation but tried to take steps address it.

Ummm, the float went from 4 million to at least 40 million, I think it's much higher than 40 but, that's neither here nor there. If they were looking for a reason as to why the pps dropped, looking into a mirror should have given them their answer.
