I'll throw out a guess that it is a clump weight that can be configured at whatever weight you need by stacking the yellow steel plates on it.

It looks to be made of hot dip galv steel and the yellow is a a high visibility underwater color.

So it seems to fit for me.

It seems a bit rough lately.
