Well here in S.E. Pa. the Blue Heron has it made with being protected and having buffet lunches daily. The koi/goldfish ponds are an easy source of nourishment. One blue heron has efficiently cleaned out my neighbor's pond with the exception of one goldfish which constantly hides.
An acquaitance owns a pond business raising goldfish and koi and has battles with the herons and the fish & game cops. Killing a blue heron is punishable by probably CIA torture at least.
