Here's the introduction/synopsis from the EPA site and the link if anyone wants to read further. The fact sheet on the Kyoto Protocol is only a page long, but pretty dense. From giving it a good skim, I'd support it.

October 1999 At a conference held December 1-11, 1997, in Kyoto, Japan, the Parties to the UN Framework Convention on Climate Change agreed to an historic Protocol to reduce greenhouse gas emissions by harnessing the forces of the global marketplace to protect the environment. Key aspects of the Kyoto Protocol include emissions targets, timetables for industrialized nations, and market-based measures for meeting those targets. The Protocol makes a down payment on the meaningful participation of developing countries, but more needs to be done in this area.
