What I have seen done is Specific tests done on Specific vehicles by independent approved labs and those tests reported.

No one expects Aero to test on every type of vehicle.
Just a reasonable cross-section of vehicles.
Three vehicles for instance.
One - GMC SUV
Two - Ford full size car
Three - Chrysler mini-van

That would be reasonable.
