Burpzilla has the right idea!!! Let me flesh it out.

1) Create "purgatory", accessible only by management
2) Let new accounts post as much as they want
3) Make their posts visible only to themselves ... and in purgatory.
4) God (nee Matt) scans purgatory and disposes of the applicants (supplicants?), admitting legitimate posters to the heaven of iHub membership and consigning idiots, spammers, and other such trash to the hell of iHub rejection.
