Reducing burn rate is a two edged sword. On one hand, one must reduce costs, but on the other hand, there is only so much of one's business model that you can abandon, or delay, without harming the business or reducing the core value of the business.

GTCB can't attract partners/clients with canceled, or delayed transgenic programs.

Not that a reduction in Executive Pay, wouldn't hurt. :)
