Its easy to scan that post and miss that the status was given for "one" of the reasons listed. Not sure why someone would post it like that. I think most likely the following (nothing new IMO):

Unsolicited Quotes — The security has only been quoted on an unsolicited basis since it entered the public markets and the issuer has not made adequate current information available to the public.
