Well I can't debate your veiw in this matter, but the info from the other side (in which I was able to personally witness) say the DTC only wants them to cover what they have on their books by a certain date. Reading between the lines and not quoting what was said, apparently there are some that have shares that won't be covered. Brokerages, as well as individuals.
