Emissions and production are not the same.

Emissions are gases and particles released into the air as byproducts of a natural or man-made process.

Ammonia production commonly forms liquid ammonia.

One interesting thing to consider is that, since most ammonia is produced from fossil fuels, the issue becomes problematic with increased scarcity of fossil fuel.
