pengy, I would call that statement 'forward-looking', i.e., a statement of intention, not fact. They could be 'creating' this technology for a long time to come. Nobody can say that this technology will be commercially viable until it is proven to work in a real world environment and its costs are fully disclosed. BTW, that Lucent test doesn't prove anything or otherwise the stock would never would have broken $5.
