I read measure 53...It has to do with personal property, mainly animals and pets..Under the law now, if a Meth dealer is thrown in jail awaiting trial, his pets are placed in animal shelters until a conviction...It can often take months if not years to get the conviction and the pets die in shelters...This law allows the Govt to take the pets and put them up for adoption almost immediately if the defendant remains behind bars for a given period of time.
This applies to farm animals, horses, dogs and cats. Measure 53 also allows law enforcement to confiscate cash in a drug bust. Apparently, here in Oregon, law enforcement could not confiscate cash that was laying next to a pile of meth until a conviction...this allows the cops to go ahead and take the stack of cash that is in meth labs and any other property they deem related to the illegal activities.
I think it boils down to the fact that the state was spending huge amounts of money taking care of animals that belonged to people awaiting trial and this allows the State to put those animals up for adoption...A win win for the animals and the State.
After reading it, I tend to agree with it. Just my take.
