They millions of shares well below a dollar.

They paid mutiple promoters to sell the stock.

They released outrageously optomistic press releases and reports with a safe harbor clause.

They got $10M equity in Atoll and spent $20M doing it.

They are still issuing stock and will continue to do so because they are nowhere near profitability.
