I think, in plain english, it means the dtc is a criminal, private company like the fed reserve who does what the hell it wants, when the hell it wants......as long as the shorts put plenty of money in its pockets to do the crime.

Again we have a private company, dtc, telling a public company pzg whether it can trade on a public exchange? lol
