Yes, and even more so, in the sense of being cost-neutral, because Intel has been buying back when idiot institutional managers crash the stock price. So the buy-back has two benefits. it reduces the cost of granted shares and options. And the timing of the buy-back helps stabilize the stock price for general shareholders.
