I agree 100 percent with your speculation that the company never expected anyone to take them up on their offer. Now they have to come up with a reason why a visit would NOT be a good idea or tough it out and arrange another dog and pony show.
Either way, the stockholders will not get any substantially better information unless, the Russians blunder and by accident tell the truth.
