A rope ladder with wooden cross-steps every six inches is hanging over the side of a boat. When the tide is at its lowest, three of the steps are underwater. The tide is coming in at one foot every 45 minutes. In three hours, how many steps of the ladder will be underwater?

My father used to have a houseboat. We used to spend summers and weekends there. My mother once leaned over the side and said, if the tide is rising and falling, how come the water level on the boat never moves?

We never let her forget it. In fun, of course.
