Let me guess he is giving it a 50-50 chance of success that provenge works. If it works, it will repeat 9901/9902a's 1.5 hazard ratio. If it doesn't, then the HR would be 1. So he got (1.5+1)/2=1.25. But this would be too straightforward, I would expect a little more from Dew.
