I've only seen restrictions once, because it was a no-bid stock and they needed to have a broker put in the buy and sell order. I've seen them halt stock because of a news release that caused a rush of buy orders and the stock exploded, and when the halt was dropped the stock came out usually at a much higher price and then climbed from their.
