I don't, and I wouldn't pay any attention to it, either, whether it's high, low, or indifferent. It could be a partial on an order from an inept trader; it could be some kind of minor settlement between market makers; but, in any case, what does it matter?
You see this stuff all the time on the tape. Ignore it. Most important of all, it's not a conspiracy.
