Protexia will not be going through the traditional FDA approval process... therefore, "at least for a few years" is not exactly the case. "If" Protexia is approved for bioterror stockpiling/military prophy use.
Any sales to any government (let's not forget that if the USA buys, allies may well buy) entail royalties to GTC.
As Dew mentioned previously, the Alzheimer indication is an altogether different scenario.
