Thats right but they already have an investment in Berlin and NY and we don't know what that is. The only way you can get a fair guess is to compare the same way as in real estate.
Find a local working plant or plants and either average them or use the closest one.

This is only my opinion. You should research before you invest to limit your risk. When you invest in pinks its all risk and most fail, Never risk more the 10% of your holdings in pink sheet stocks!
