In most cases, yes, but I contested both a parking ticket and a not-paying-an-automated-toll ticket and got out of both. In terms of the SEC, I'm not convinced that they'll pursue the BVRG citation with substantial vigor. Bottom line is that our legal system's foundation is that accused parties are innocent until proven guilty. It's Law 101. Of course, cynics might disagree. In the case of BVRG, we shall see...
