It's already being done in VT, MA and SF. Where have you been?

The states and cities are doing it because of the lack of funding from the federal government due to the deficit.

And they require mandatory employer reporting regarding healthcare coverage.

Financing Vermont's Health Care Reform
Contain Health Care Cost
The financing of Vermont's Health Care Reform is designed to be fair and fiscally responsible, and based on the principle that everybody is covered and everybody pays. Individuals pay sliding scale premiums based on income.

Employers pay a health care contribution based on the number of their employees (measured as full-time equivalents) who are uninsured.

Other revenues come from increases in tobacco taxes, Medicaid program savings due to Employer-Sponsored Insurance (ESI) enrollment, and through matching federal dollars under the Federal Medicaid Demonstration Waiver named Global Commitment to Health (GC).

The State's (and taxpayers') fiscal obligations are protected through caps on enrollment.
