The Soviets were ahead of us in research and even though financially devastated with little hope of seeing their creations spring to life the Russians have always kept working.
In the first Cold War Russia went bankrupt because of the huge amount of money involved in the arms race. It did not seem to me to be a matter of them being behind but rather a monetary predicament. During this, the new Cold War, we are already bankrupt and they have the advantage of vast oil and gas reserves. #msg-2205849
Certainly no one should discount China who is coming on strong in all fronts.
